principles of Internation Law, and, it being expedient, after
the Convention was concluded, to discover what was the actual
status of the Chinese inhabitants within the leased territories,
reference was at once made to leading authorities in London. It was then ascertained that the persons inhabiting the new terri-
-tory, who were before the eession Chinese subjects, were to be regarded, for all purposes, as British subjects, inasmuch as oession of territory, even though the session be for a term of
years only, effects a change in the nationality of the inhabit- -ants, and for the terms of the cession the inhabitants become

The case forming the subject of
this correspondense, being one governed by International Law, and an authoritative exposition of such law having been obtain- -ed, it must be evident that it is for the parties interested
to be guided thereby, and I would, therefore, beg Your Excel- -lency to lay aside bias, and consider the matter dispassionate- -ly and broadmindedly, in order that the harmonious relations happily existing between the Liang Kuang Provinces and the
